Same issue (I'm in the U.S.) and calling support is the only way to temporarily solve it. They asked me a bunch of security questions and questions from my credit report and then allow the next add money to go through. Later when I try to add money again, it tells me once again "Things don't appear to be working right now". I then have to call customer support and repeat the security questions process. Today, they did not offer that option and went back to the standard answer of waiting 72 hours and try again. Waiting 72 hours never works by the way. So far I have encountered this issue every single time I have tried to add funds. I have been told the following: Wait 48 hours - did not work Wait 72 hours just to be sure - did not work Wait for your last add money transaction to be marked as complete on PayPal side - Did not work Answer security questions and we will allow this add money to go through - worked twice
