Hi, I'm sorry to hear about your current situation. Paypal would not let me dispute or escalate my complaint until I contacted the seller. I did eventually receive the item after I paid my 4 payments but of course, it is not at all what I expected. So, I contacted the seller and they agreed to give me a partial refund. Which I accepted ( what choice do I have?) it is better than nothing. Paypal still is not that good about enforcing these policies and I just wanted this over with. I'm sorry, I can't give you a great answer but I would find out through Paypal how to contact the seller directly and demand that they offer you a full refund especially if you never received anything that you ordered.
