I have experienced nothing but no help on resolutions from Pay Pal. They limit the time you can respond and then close the claim. They make no effort, despite what you write them to investigate. In my cases, i lost over $2,000 and they ruled in vendor favor. although after i researched it more thorougly, i found that vendor shipped my stuff at xmas to an address in diamond bar, 40 miles from home, which means i could not have gotten these items! i maintained i did not receive them, yet pay pal could have easily done that themselves, and instead just let that vendor take my money. I don't even think they shipped there either. The stuff i received from them was open boxes and some things not even boxed! i wanted to return it, and the vendor would not email me back. i had all this proof and nothing. Recently i had the same issues with an order for flowers on Valentine day. AS of 3 weeks i had never gotten. ironically i file claim, and then the vendor ships to me and the stuff i received was not same color or what i even ordered, and they shipped after i filed claim, emailed vendor i don't want now as 4 months is too long to get something they promised in 10 days (and i paid extra for the shipping too). this is nuts how pay pal is not cracking down on these thieves and they get away with robbery basically! Personally i think that we all should launch a class action against Pay Pal because if you look at the closed complaints, there is absolutely no follow up by pay pal. they don't check anything. they just have you submit, then they close it if you don't respond in a short period. i got sick and could not and it was only a few weeks and they closed my complaint and won't allow me to reopen. In CA you can sue someone within 3 years, so how can pay pal shut the claim down in only 2 weeks and complaint is not from that long ago. i don't understand this at all.
