so a friend sent me money, he accidentally sent it via goods/services instead of friends/ family. and PayPal hold the money coz I'm not a eligible seller according to them. then I gave information that they need, like all about the transaction. after that, me and my friend tried to issue a refund instead, but when I pressed issue a refund and close my case that's what it says after ( first image ). then after clicking the return to Resolution Center > Account Limitations, the second screenshot comes in. BUT WHEN I CLICK RESOLVE IT JUST TAKES ME BACK TO ISSUING A REFUND AGAIN BUT IT WONT WORK BECAUSE OF ACCOUNT LIMITATIONS AND REVIEW. PLEASE HELP (check last image, even though I need to resolve the account limitations first I still got an email saying "We've sent your response" about the refund issue.
