Reply I received via chat: "At the same time, if you really insist to close your account, I've noticed that you still have active billing agreements on your account. In order for you to completely close your account, I would highly suggest to cancel all of the billing agreements first. I sent you an email on how to do it. I made sure that everything you need is covered on that email." Nothing in the interface mentioned active billing agreements. And despite what this person wrote, I never received an email.
