Spent several hours trying to simply make a transaction of a size and type I have made several times before (from a repeat sender) and somehow was unable to. These are examples of "solutions" I was provided by customer service (when I could actually get someone): Add a new card/bank Your transaction is high risk; wait 24 hours We are simply looking out for your security; this transaction should be released soon Reset your password We don't see any problem on our end; just try again in a few minutes Finally, I had a representative get me to be able to transfer to my bank who said they would "expedite" the transaction. Drumroll...yep...they lied. Now the money is in limbo for over a week (using their estimator). This is straight up theft/fraud. PayPal you need to get back to how your service to your customers used to be and stop using "high risk" as your catch-all excuse for failing to handle your customers properly.
