I AM POSTING THIS ON BEHALF OF MY STEP FATHER. PLEASE BE NICE AS HE IS NOT TECH SAVVY AND THIS WAS HIS FIRST TIME EVER MAKING AN ONLINE PURCHASE (IT WAS THROUGH A FACEBOOK AD). Long story short: I'm pretty sure he bought ~ $300 worth of clothes from a fraudulent seller. Its been 2.5 weeks since he made the purchase and there is no shipping information or purchase confirmation available from the seller. The only document I have is the PayPal receipt sent to his email. On the paypal receipt, there is no Merchant Transaction ID or proof that this is a real merchant. The only sign of the seller is a (fake) email that looks something like this: <removed> There is no website, no shipping information, nothing. MY PROBLEMS: 1. He made the purchase BEFORE making a paypal account so the transaction is not linked to this account. This prevents me from creating a dispute through the resolution center. Is it possible to convert a transaction from the guest account to the actual account? Is there any way to dispute this transaction without having a PayPal account? What should I even do? Please help with this as this is the first step in actually filing a dispute. 2. Will PayPal Purchase Protection actually cover him in this case? I am relatively confident that it will based on https://www.paypal.com/us/smarthelp/article/does-paypal-cover-my-purchase-if-there's-a-problem-faq645 but I would appreciate some confirmation.
