Have you tried checking if it's an unrecognized automatic payment agreement? If it's an automatic payment agreement you can cancel it to avoid any future charges. Also, you can contact the merchant to request a refund. In case, if the merchant doesn't return your calls/emails, you can file a dispute, to get a resolution. If the transaction is not an automatic payment agreement, I would suggest you immediately change your password and security questions, and report unauthorized activity on your PayPal account, our team will step in and investigate further. Usually, when you initiate a transfer to top-up your PayPal balance, it will take 3-5 business days for funds to appear in your PayPal balance. However, you can withdraw funds to your bank account or eligible debit card. You can review this help-center article link to learn in detail. Typically, you should receive payment without any fee when the transaction is done between friends. If your friend had selected the "Goods and service payment" method while sending the payment to you, unfortunately, the fees cannot be reversed. If they have sent you a personal payment and the fee is charged, please check if there are any currency conversion fees involved. You can learn in detail about the fees here. I'm sorry to inform you that the option to top up your PayPal account balance is currently unavailable for Saudi Arabia PayPal accounts. To send payments, you don't need to add funds to your PayPal account balance. You can send payments with a credit or debit card linked to your PayPal account. You can also receive funds to your PayPal account with or without adding a card. However, to withdraw funds, you will need to have a card or bank account linked to your PayPal account. As per the screenshot you are on the right page, just click "Manage Automatic Payments" and that should show you all the active billing agreements/preapproved payments/automatic payments that you have in your PayPal account. You can follow this help-center article to learn more about how to cancel or change the payment method for each automatic payment, using the PayPal website and PayPal app. I hope this helps! - Ali

An automatic payment authorizes a merchant to charge you whenever you purchase on their website without signing into your PayPal account. This is something that's set up on the first checkout with the merchant. In most cases, merchants provide an option on their website where customers can tick/untick the automatic/recurring/billing agreement. Only once the agreement is ready and payment is completed, the automatic payment agreement shall appear on the PayPal account. I would suggest you to please review the checkout page on the merchant's website carefully, whenever there is a payment so that you can tick/untick the agreement based on your preference. PayPal’s 2-step verification gives you an extra layer of security, this is only to ensure that your account is protected. To turn off 2-step verification: Go to Settings. Click Security. Click Update next to "2-step verification." Click Turn Off next to 2-step verification, then click the Turn It Off button. You can opt to skip 2-step verification on a device you trust. Simply log in to PayPal on the device and complete a 2-step verification. You'll see the option to "trust this device." More information can be found in this help-center article. It usually takes up to 7 business days for an eCheck to clear, but sometimes it may take longer. 3 - The payment might be held for a review by our automated system, this is only to ensure that both sender's and receiver's accounts are secured and allow a risk-free transaction.
