This explanation is for members and Paypal hierarchy to take on board. The company referred to in this case is amforworld To any and every Paypal Investigator: I am a retired criminal investigator (including fraud), formerly of the Queensland Police Service in Australia. I give this advice from previous and ongoing experience and you should really take this information to your next level administration. This current complaint is a burgeoning scam problem that will only get worse for Paypal unless punitive action is taken by Paypal on behalf of their customers to stop it. If not stopped soon, Paypal will have increasing complaints to the point there will be an overwork problem for your investigators. An attached pdf file from AusPost clearly outlines that this type of action by this nominated company is a continuing scam and others have been affected, not just me. Some Chinese sellers (not all) deliberately send incorrect goods not ordered so they can perpetuate this scam. The usual procedure is to send an insignificant product at very low cost and generally with a low cost postage. In my case AusPost investigations have already supplied proof that the goods dispatched had electric toothbrush on the digital invoice and weighed 70 grams, not the 1.1kg car jack on the acknowledged order email. This company never had any intention of sending the correct order as the customs declaration proves. In previous cases I have complained to Paypal (including my 2nd profile) and a dispute is opened. The corrupt companies then apologize and offer a percentage refund as compensation. In this case 40%. The last company I complained about offered 20%, then 40%, then 60% and eventually 75% which was close to the loss I suffered. In the previous case I could find a use for the incorrect goods. In this current case, I have dentures and the offered goods are totally irrelevant for personal use (in this case a plastic battery toothbrush). These corrupt companies then state that the return postage is the buyers responsibility (“…It is very troublesome to return the product to China. You need to spend your time to send it out, and you have to waste a long time waiting for the product to arrive in China before you can get a full refund, so I hope you can consider me suggestion. Looking forward to your reply…”) .and they even state it is an exhausting process as shown above in their response. This is to discourage buyers from returning the goods as it is both difficult to do and is also an extra cost. Eventually the buyer agrees to a percentage that is an acceptable loss and the complaint goes away. These corrupt Chinese companies have a magnificent financial gain. Imagine 1000 customers a week at $25US and you would begin to see the profit these corrupt companies scam out of buyers with so little effort and using Paypal services as well. In this case my cost to purchase a similar item in Australia was $9.95 AUD. I have paid $44.50 AUD including postage. Now this corrupt company has offered 40% refund of the purchase price ($19.99 US was the purchase price + $12US postage) or $10.65 AUD. So if I had accepted that offer, I would be $23.90 AUD out of pocket. I would also have goods totally irrelevant worth $9.95 that I didn’t order. So in effect I have paid $44.50 AUD less the cost of the goods available in Australia at $9.95. My loss in effect becomes $34.55 including postage. You investigators need to address this situation immediately as your customers become more frustrated at their losses and start to record Paypal’s actions as well as these corrupt companies actions in blogs (as I am doing here). I have previously advised paypal community blog of Paypal’s lack of positive actions as well as nominating the corrupt company involved in a previous similar dispute. I will continue to do these blogs, as I have seen others do. This can only lead to loss of professional reputation for Paypal as well. Unless, and until, Paypal either penalizes these corrupt companies by suspending their Paypal accounts or cause these companies to refund in full that was paid to them, this scam problem will not only continue, it will escalate. It has already happened to me 3 times over the last 12 months. I am now seriously considering not buying any Chinese products through Ebay or Paypal again. Given this explanation, I will soon elevate this resolution action to a complaint of fraud by this corrupt company. And I will demand that I be refunded the full amount that I paid ($32 US or $44.50 AUD). Should this corrupt company require the product they fraudulently sent, Paypal should be advising that return postage is the seller’s responsibility, not an extra cost to the buyer.
