I filed a dispute because once I saw the 10 shipping fee on a 20 puzzle, I did not want to purchase. PayPal said the dispute was not accepted. The vendor sent an email saying they WOULD refund. This was on December 24. Now on February 1, I have not received a refund OR the puzzle. PayPal says a dispute was already opened and denied so where do I go from here? The vendor is not replying. Now I am out $30 without a way to adjudicate this. Not good business practice, PayPal. Thanks for any suggestions,
