So , I made a purchase but it didn't arrive on the guaranteed date. I checked UPS tracking and it had not even been delivered to UPS for shipping so I cancelled the order. The seller quickly blamed it on UPS and applied a 'partial' refund, basically shorting me the TAX. I tried to submit a complaint via paypal, but the system would not let me since it showed as 'refunded' How do I get the rest of my payment. Yes, I made the mistake of not checking the seller feedback before purchase since it was a large well know camera seller, but it seems this is their their business model. Sell things they don't have, give partial refund. They probably have a bigger profit margin than actually selling the item. How can I resolve this is paypal will not let me submit a complaint? Should I dispute with my credit card company? Thanks
