You open a case, in this instance it is refered to as "Item not received - Claim". You are correct in that you have 20 days to escalate to a dispute. The seller did however respond with a bogus tracking number, and the status of my case currently is "under review" by Paypal. Because of that you cannot change the case type to a dispute, i think it might have something to do with leanancy due to Covid. The latter I can understand, but there is no response from Paypal or the seller at all. The tracking number does not exist, the tracking company mentioned also doesn't even recognise the format of the number You cannot phone Paypal, they simply give an automated answer that they cannot assist at this time.
