I want to cancel a paypal case and change it's case type to "Not received the item" But when I go to the change type section, It only shows the "Unauthorized transaction" option. So how can I do this?

Hello I escalated about a item which i didn't receive to PayPal on 22nd November but i haven't received the refund yet. It keep changing the estimated case resolution date. Why is this? I thought PayPal disputes are solved within 30 days
