I ordered a Cobra CB radio on 10/23/2020 from an overseas company. It's been 6 weeks, and I haven't received the product. There was no tracking information provided. I have attempted to reach the seller by email several times. Most recently, I have gone back to the seller's website, and it is no longer available. I filed a dispute with Paypal, and today, received communication that the dispute has been awarded to the seller as they provided proof of delivery, which never happened. My question is : since there was no tracking information, how would the seller be able to provide "proof of delivery", and now that Paypal has made their determination, I am unable to go any further to dispute this claim. I have since filed a dispute with Capital One, which is connected to my Paypal account. Is there a number to contact Paypal regarding this poor decision in favor of the seller that ripped me off?
