After a long and fruitless chat message session with an actual robot and a customer service robot, someone from paypal customer service actually called me back. The outcome is still the same, despite clear evidence of fraud, paypal are happy to allow the scammer to continue to accept paypal until they've carried out their investigation which could take who knows how long. I'm still waiting for my refund which I should receive before 17th January. It appears earning commissions is more important to paypal than preventing fraud?
