PayPal has permanently limited our business account, but gives no option to get the funds currently sitting in the account out of it. The message received on login says "Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money." This is unacceptable for a business that has staff to pay and other expenses to cover. Regardless of what their user agreement states PayPal cannot withhold customer funds without sufficient cause to do so. We run an accommodation business, with most guests being international. This can sometimes cause challenges with payment for bookings, so naturally we though PayPal was a good solution for this issue. The cause of the issue I believe was because we recently added a new debit card to be able to withdraw funds from PayPal. We had to link a debit card because the site would not successfully link to our bank account. After one successful withdrawal to this new card the account was partially limited pending the submission of additional information to PayPal. I supplied the information requested but PayPal rejected it for some reason. They provided no explanation as to why the information was rejected or the account was limited other than that its "inconsistent with our user agreement". Please could someone point me in the right direction as to how to resolve this. There is no way to contact PayPal over the phone due to COVID-19 and no support email address I can find anywhere. It must be illegal for a financial institution to withhold funds and not provide an avenue for this to be resolved. Businesses in similar positions will fail if they cannot access their funds or pay service providers for a period of 180 days. We will certainly be closing the account and never use or recommend PayPal again after this experience, but cannot get our funds out of the account. Any help you can provide as to who we can contact to resolve this will be greatly appreciated.
