firstly, i understand it must be troubling and certainly stressful but this is not directly a PayPal issue. Be cautious of online stores by making sure the are both encrypted with HTTPS and have a https://trustpilot.com rating of 4 stars and up. Couple things to note: - If you used a bank card such as VISA or MasterCard thru PayPal you can call up VISA or MC directly and tell them, they will refund your money. - You can open up a dispute by logging into PayPal, clicking on the transaction and reporting a problem with it. There you should give details on what happened and where your purchased your item from. - Contact the retailer who sold you the item and report it as an issue, ensure they are in fact scamming you before making allegations. If you determine thru communications and research online that the website in question is certainly a scam, report it to VISA or whoever so they can block transactions on that specific site for future would-be victims. If however, they get back to you and explain the delay or possible faulty product and have it sorted for you, then ensure you get back in touch with PayPal and cancel the dispute. Another thing to be aware of, if you're waiting on a package that's taking quite some time, please remember that COVID-19 is currently disrupting multiple companies whilst also making delivery services extremely busy.
