Ok. Looks like you have todo it from the merchant side. Your paypal payment method may show as declined if they've tried to take a payment since you deactivated it. Either way you need to basically reselect PayPal as payment method... Try something like "Log in with a different account" and log back in with same PayPal account. Worked for me.

Log in to your PayPal account. Click the Gear near the top right of the page. Click Payments. Click 'Manage pre-approved payments'. Click 'Show Inactive'. Click the name of the customer whose profile you want to reactivate. Click Reactivate. - EXCEPT THE BUTTON DOES NOT EXIST,
