Good news in my case - after two phone calls to PayPal helpline, a Twitter conversation with PayPal, and a fruitless Facebook Messenger conversation with Uber Eats who kept asking me for my account details when I didn’t have one (which was the whole point!) Pay Pal did eventually refund my money. No reason for the refund was given but it just appeared in my account. I suggest you keep persevering. My bank were not interested and said it wasn’t their problem. i also reported it to the UK online Fraud service but they closed the case as I guess it was too small for them to bother with. At least PayPal did pay up in the end, but it took a lot of perseverance as their default position is to dispute the claim. Good luck!
