I was getting a screen popping up when I went from eBay to PayPal saying I was pre-approved for Bill Me Later which was obviously designed for easily joining the service. The icon to join is predominant and the one to not join was much less obvious. I wanted to turn off that pop up so I wouldn't join by mistake. I did not copy down the number in the fine print to call another place to stop getting the pop up.
It took two hours on the phone being transferred back and forth from PayPal to Bill Me Later customer service agents who were not given the information to help. I finally got the number from the fine print message as I signed off PayPal. Apparently, the credit report agencies have worked a deal with Bill Me Later to try to trick you into getiing this virtual credit card.
The number to call the credit reporting agencies in the "fine print" is Contact Us. This supposedly will remove the eBay/PayPal pop up, but also stops other credit offerers from sending you pre-approved credit offers. I didn't want to stop the ones offered by mail, but there was no option to stop just sneaky online offers.
Good luck.
