I purchased an item advertised as brand new condition, however it arrived with a hole. I opened a dispute via PayPal and the seller offered a partial refund of $35. I accepted the offer, and assumed the refund would come in automatically. However, I got an email from PayPal saying that the “refund didn’t go through” and on my PayPal page it says that the refund was cancelled. What do I do now? The seller has blocked me and I trusted PayPal to resolve this issue. I’m unable to escalate it to PayPal for some reason. Please help!
