This happened to me, repeatedly, across several browsers and several devices (laptop, phone etc.) In the end I figured out that it was due to my paypal account being a business account, rather than a personal account. It is actually mentioned in several places that moneypools are (currently) only available for personal accounts, but still, a clear error message indicating this as the reason would surely be more convenient than the create moneypool button just silently sending one back to the dashboard...
