I talked with an agent and told her that I had received a suspicious e-mail from paypal telling me that my account had suspicious activity and an unauthorized purchase and they had suspended my account and needed verification from me to re-open it. When I looked at the personal information they wanted on that e-mail, including my credit card number I knew I needed to contact them to find out what was going on. Of course it was a fake e-mail and not from paypal. I read what the e-mail said to the agent, she assured me my account was secure. Then I told her since I have you on the line I have a dispute I'd like to open against a seller. I didn't an receive item, tried to contact seller with no response. She told me it was from China and couldn't read the writing. I told her I wanted a refund. She said she would start a dispute. Later that day I get an e-mail from paypal stating that the dispute has been closed and there was no unauthorized purchase and they won't let me start another one for the real reason for the dispute. Agent got confused about the reason I guess when I read her the fake e-mail. All they have to do is listen to the recorded conversation and they would know what happened. I've tried for days to call and can't get through.
