My name is Emmanuel, I'm new to PayPal, I've used my card for online transactions and have never linked this particular card to any other PayPal account and I'm quite sure my billing address is correct, but upon trying to link my card it at first said “Card declined" after changing my billing address and adding more details it keeps saying, we can't process this right now, what do I do, this is very necessary for my needs.
