Hi Emily, I am also going through a similar situation. I don't have an answer on how to reach PayPal more effectively other than trying live chat again. However, to win your cases, you may have to put in some extra work. You have those tracking numbers which most likely acquired by the fraudulent sellers. If it is the case, they found tracking numbers that match your city, zip code and approximate dates shipping dates. Of course, the dates don't match up. You'll have to contact the shipping company and ask for a letter that confirms your shipping address (as shown on the transaction) is not the recipient of those tracking numbers. It may be possible to acquire more information but further tracking number information is usually private policy and protected. The least the shipping rep can do is to confirm that the recipient is not you. It may also be helpful to acquire shipping weights if the product you order is particular. I hope that helps,
