This seems to be a common problem judging from all the community comments. I am in the same boat. I received only one out of the two items I paid for. After the vendor stopped responding to me, I went through the resolution centre. They requested a report I could not supply, as I needed the vendor's location, so I asked PayPal for this information. I received no response to my messages, but instead they closed the case with no comment. This is very different from a previous experience with another online merchant, where PayPal were responsive and helpful with resolving the issue. I felt that they were aware of the vendor and the issues around it, and resolution was transparent and seamless. It seems that they no longer operate in this manner. It also seems that they either do not know about their vendors or that they do not adequately vet them. This is very concerning and have raised this through the message centre. I am awaiting a response from PayPal but am not holding my breathe. So far all responses have been standardised and irrelevant to my concerns raised.
