I rang PayPal when they sent me an email saying that because the merchant had a tracking number (for the nasty ring they'd sent me I assume) and so I had no claim. I suggested that they investigate the weight of the package as a tiny ring couldn't possible be the weight of a set of crockery. PayPal then suggested that I I return the ring to the merchant tracked and they would issue a refund. I called them back and said that it was completely unreasonable asking me to pay almost 20£ to send an item tracked to China, especially when there were so many other people who had been victims of the same scam. In the end they issued a refund and I didn't need to send anything to China. I know it's tiresome having to make the calls but to be fair they do have a call-back system so you can request that they call you back instead of hanging on for hours. It was a good result in the end but too a lot of pushing.
