I'm sorry to hear you're running into some issues opening a dispute through the Resolution Center. If the only option you're seeing is to open a case of Unauthorized Activity, it's most likely the transaction was a Friends and Family payment. Unfortunately, Friends and Family transactions are not covered under our Purchase Protection. However, I would recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page to review what options may be available.
