I sold an item using the ebay global shipping programme, which I sent tracked to the global shipping programme centre. However, it seems the buyer didn't receive the item and started a paypal item not received claim. Firstly he did an ebay claim, but because it was after 30 days, they closed it, and they are telling me I need to contact paypal about the paypal claim. How do I proceed? I am unable to use the paypal message service as it says its unavailable for the last few days. I need a way to contact paypal UK and explain the global shipping programme situation. Thank you.
