About a month ago I commissioned artwork through PayPal, and some issues occurred between the seller and I. I asked for a refund, but the buyer refused. At the time, I was not aware that you could go through PayPal to ask for a refund, so I felt very stuck. I’ve been trying to figure out what to do in the meantime, and I’ve just received word that other people have had the same interactions with the buyer (ex. the buyer sending the final product without showing how the art would look, refusing to respond to customers questions, etc.). Because I have a lot of evidence and personal testimonies, can I file for a claim straight away? I know you typically need to file a dispute first, but I have already tried talking to the buyer, so a dispute is pointless. I tried to file for a claim straight away but I didn’t see that option.
