I have an ongoing dispute case open whereby a US Buyer has initiated a Chargeback through their bank/credit card company. It was an eBay one-off eBay sale, where I have full tracking to the address specified by the Buyer at the checkout, including a delivery scan with the Buyer's signature. The original Transaction still shows eligibility for Seller Protection in the status. I was under the impression that, because of this, I had Seller Protection through Paypal and that I was covered against Chargebacks. However, after providing full evidence, the case was reviewed and I received the message that :- Charged for a cancelled subscription The buyer reported a charge for a cancelled pre-approved payment. After reviewing the information we received, we were unable to cover the payment in this case. £xxx.xx GBP has now been debited from your PayPal account for the following reason(s): Other In addition, a £14.00 GBP chargeback fee has been debited from your PayPal account. When I enquired I was told that the claim is ineligible for Seller Protection because the Chargeback was not initiated on PayPal, but instead with the Buyer's bank or credit card company. I was told that Seller Protection only covered me against "Item not Received" disputes and not against Chargebacks - unless they are raised directly with PayPal. I have been told that I now have to wait up to 75 days for the Buyers Bank or Credit Card Company to make a decision (I assume PayPal has passed on my evidence?). I am based in the UK, My Buyer is in the US. I dont know if that makes a difference. Additionally, this is a buyer-initiated chargeback for a one-off eBay purchase, it is not a "Cancelled Subscription" or a "Cancelled Pre-approved Payment", and nobody seems to know why that has been added to the case. From the information provided above, is it possible for someone to explain why this transaction was not covered by PayPal Seller Protection?
