Quick Summary: Sold a digital item via eBay after the account info was transferred a fraudulent party abused the review system on eBay to then keep the account and my money. Allegedly the "buyer" was hacked and apparently had their PayPal connected. They filed a dispute with PayPal, not eBay. PayPal after about 2 weeks chose to side with the buyer despite overwhelming evidence both thru eBay message and photographs that I have that the fraud took place to them, nevermind myself. They debited the money out of my PayPal, which I never had access to as it remained on hold status. They then charged me $7.92 for the transaction fee, for money I never received. Case closed. Now I receive an email that I the case is being reopened and that the buyer is filing ANOTHER claim against me for the same dollar value as before. For a dispute that has been resolved already. My question is how in the world do I contact a single HUMAN BEING at PayPal. They are a financial institution handling thousands of transactions a day. And I swear if another $262.00 is taken from my account from a dispute that was resolved already I am going to freaking LOSE MY MIND. Phone system doesn't work, tells me to go to the Message Center, Message Center says its unavailable at this time. This is absolutely ludicrous. Any help would be appreciated.
