Once I discovered I was in a scam transaction where they advertise a known, valid item, and then send a crappy item, I first disputed with PP as 'unauthorized activity' as one of the captions below unauthorized activity is 'suspicious'. Paypay closed dispute as not unauthorized. And now that I received the actual crappy item (cheap studfinder, not xray stud finder with mobile phone app to read images as advertised), PP won't allow me to reopen or enter a new dispute. I understand that next the company will tell me to return the item, and that will be cost prohibitive. I am heading to Better Business Bureau Complaint on both company (hard to get any info) and paypal for allowing them to continue to be a seller for which PP processed payments.
