I purchased the item on 06/05/2020 and paid immediately via PayPal. The item was delivered to me on 06/10/2020. Upon arrival, it was evident that the item had been tampered with, opened, and re-sealed. It was supposed to be a factory sealed basketball card box. Factory sealed boxes have clean lines, no bunching in the corners, and no re-tape down the center. Regardless of all of this, the seller now has the item back. The seller agreed to a return and full refund on EBAY. I sent the item back on 06/11/2020 as is and well packaged. The item was delivered and signed for by the seller on 06/17/2020. Since he has received the item back, he has not responded to multiple messages. He has not initiated the refund. Currently, he has the money and the returned item. Ebay closed the dispute because a PayPal claim was opened. PayPal closed in his favor despite me providing the facts and images showing the return and no refund (receipts, return shipment tracking, EBAY messages/timeline). PayPal claims that the seller states he provided a refund already through EBay. The payment was completed via PayPal and they should clearly see that there has been no refund initiated. Also, when I try to provide additional information via the website I receive the "Let's Try That Again" error message despite conducting all of the troubleshooting tips from the other posts. I've also tried to use the chat function with an agent, but they do not read the text from previous messages and intermittently join/disconnect. They did not supplement the additional information to the case ID as I had asked due to the PayPal error message. This case is straightforward: I returned an item and the seller did not provide a refund as promised. Is this criminal behavior typically supported by PayPal?
