Recently, I placed an order with a new merchant and paid with PayPal. PayPal reported my old address as the shipping address to the seller. I moved over a year ago and changed my address with PayPal shortly after that. My Address Manager reports only my current (new) address. PayPal Customer Service confirmed that the only address on my account is my new address.
I asked why my old address was used. I was told lots of different things but none of them were correct (address didn't match my credit card, browser cache, etc). I asked again why this happened and whether it would happen again. Today, I got a terse message from Customer Support saying my shipping address on record is my old address, with no explanation why, and they terminated the conversation.
PayPal wants me to start a dispute with the seller, who did nothing wrong. There appears to be no way to start a dispute with PayPal Holdings, Inc., or even to get an explanation for an issue with their service from them. Does anyone have information on how to contact them or start such a dispute, please? Has anyone else had this kind of issue? How was it resolved, please?
