I sent money to a friend. After the charge went through on my credit card, I waited about two hours but the recipient hadn't received the money. I disputed the transaction but PayPal came back and said there was no valid dispute and closed the dispute. My recipient can now see that there is money in his account from me, but in his account, it shows the money to be locked because the transaction is being disputed (despite PayPal saying the dispute is closed).
