I am in the same situation. It is so frustrating to not be able to contact Paypal in any way - no messaging, no emails and of course no calls possible. This is an organization dealing with people's money. They should be available to answer questions no matter what. Have you had a resolution to the problem? I have an expired card that I am expecting a return on and I am not sure if I should update my account with my new card or wait for the return although I doubt if it will go through on an expired card.
