Hi Paypal Users, I just received a Paypal decision today on a dispute I raised with Paypal. Basically I purchased some stuff online and never received them. After raising the dispute, the seller immediately provides Paypal with two tracking numbers - one under DHL and one which was totally made up with no courier specified. After over a month of waiting for the outcome of Paypal's 'investigation'; what does Paypal say to me? 'We reviewed the claim(s) you filed on 21 May 2020. Unfortunately, we had to deny your claim(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered.' So basically my claim was rejected because the seller had provided Paypal with tracking numbers. I checked both numbers on DHL's website. True enough, one of the numbers does not even exist in DHL's database and the other number was for some random person's order which was delivered on 21-May - the same day that I filed the dispute. The order delivered was under a totally different name and address. So one month of investigation I did in a minute of searching DHL's website. But unfortunately for me Paypal considers receiving tracking numbers as proof of delivery. So all a scammer has to do is to provide Paypal a bunch of numbers - and they can just be random numbers off the top of the scammer's head as obviously Paypal does not verify these numbers or the information they provide. And more unfortunate for me - contrary to what I find in these forums - there is no way to appeal this decision. Paypal just makes it seems like there is but try clicking on the links they provide and it will only lead you round and round in circles going back to the same pages over and over again. How about contacting customer service? There is none. There is no human being to contact. Only more links and more useless pages. So be careful folks! Scammers win with this one.
