I am attempting to refund a payment on a purchase. I have more than enough balance in my account to transfer the payment but when I try i get this message "You don’t have sufficient balance to complete this payment. Add funds or add a bank account and confirm it." My account and that of the buyer are both in Republic of Ireland. Although the payment was received in British Pounds. I don't know if that makes a difference (again, I have more than enough Euros in my account to cover the refund) Also, may be realated, I cannot add a bank account. When I try to do so I receive the message "We're sorry. We're not able to process your request right now. Please try again later." I've been receiving that message for months if not years, I never really needed to add an account so I just ignored it.
