I am also having this issue lately, I have 3 payment sources linked and confirmed already none of which show up when trying to send a payment and it keeps asking me to add a new one. When I do another message appears saying "We added your new payment method, but can't use it right now. To continue, choose or add another way to pay." so it an just endless loop at this point. Phones lines are closed due to Covid and chat support through message center has been unhelpful just copying and pasting responses that can be found in the FAQs.
