My observation is that Paypal has created a system to confuse customers. There are three products Paypal online, Paypal credit and Xoom. All activities appears in one place for customer but the customer service is separate. There is no way customer can withdraw any credit balance from Paypal credit as it is manual and in COVID it is nightmare to reach. Xoom allows customer to withdraw money that cannot be offset from the credit balance from paypal credit. Paypal have grown ad-hoc way without being customer centric and launched products not talking to each other creating more confusion to customers. To add to frustration, the resolution and help section is adding constraint where everything is linked to transaction or merchant as if there will never to issue with Paypal themselves. Left message in help for 2 hours but no response and this is not first time.
