I'm having the same problem. I ordered and paid for a sewing machine from an overseas seller (which I didn't know was not USA, and won't do again). After contacting the so-called Resolution Center, the seller provided tracking information indicating the item was received. I received a cheap piece of junk jewelry in a 4 x 6 bubble envelope in my mailbox on or about May 5th. Obviously, it was not my machine. I was told to return the item for a full refund, which I did. I purchased USPS postage and tracking for the return and provided the information to the Resolution center. However, the inept agent mistakenly assumed the tracking information I provided was from the seller and not from me. I had pictures of the envelope I took prior to sending in the mail, but there was no way to attach the file to the dispute. My claim was denied. I'm still out the money and thankfully no longer have the cheap item I was sent. No one to talk to, no contact numbers, addresses, etc. The useless CHAT tries to refer me to the Resolution Center, but the case is closed and there is no option to dispute the denial. This whole experience has caused me to NEVER choose to deal with an overseas seller again, because you can't trust PayPal to support the buyer. I realize the PayPal agent made a mistake, but there is no way to bring it to anyone's attention.
