Is it possible to escalate a closed dispute? I received an item that was significantly different from the item described. I ordered a treadmill from a Chinese site and was mailed 3 surgical masks instead. I tried to dispute the purchase right after ordering from the site because I saw that the site had an abandoned house on its "About" information page. I can not get in touch with PayPal by phone due to CoVid 19. Does anyone have a suggestion as to how to go about resolving this issue? I have already tried contacting the resolution center but that has been no help.
