Unfortunately I got scammed. The scam works like this: - Purchase Item on eBay - Seller provides tracking number (several days later) that has package being delivered into your Zip Code. - Package never arrives, but shows as delivered - and that's all that eBay or PayPal care about. They make no effort to get proof of delivery to your address from seller, they simply look at ZipCode. I reached out to UPS and was able to get the Delivery Notification document which clearly shows that A) The seller was not the shipper (it's actually Amazon) and B) The Ship-To is not my address or name, it's some other person that lives in my Zip Code. The person I spoke to at UPS also mentioned that they've seen this before, the scammer has an inside at either UPS or Amazon that provides them with tracking numbers - THEY NEVER SHIP anything, they just collect the money and never ship anything. I have solid proof (UPS Delivery Notification document) however, with COVID-19, getting a real customer service person is impossible and trying to deal with the MESSAGE CENTER is an exercise in frustration. Anyone have any suggestions on how I plead this case? PayPal closed the initial case in favor of vendor with the following reason: "Valid tracking info provided by the seller." Which is technically correct, it is a valid tracking number, it's just not applicable to this transaction. I have the UPS Document, PayPal does not provide a facility to appeal the case and provide them with the document. Any suggestions on how I move this forward or do I just suck it up and wait for them to open their telephone lines?
