Hi, I found a supplier and we agreed to proceed the transaction via paypal. As soon as he received the transaction, he told me that he had a personal account and he couldn't cashed the funds. He was supposed to issue me a refund but he never did. Before the transaction he provided an ID from a guy from Boston and the name was different from the email address. I dispute the transaction, I send all the evidence, the emails stating that he will issue a refund and paypal still decline my request. They say it's not an unauthorized transaction. I don't know what to do it's clearly a scam and I don't feel protected by paypal. I lost 240 USD. Please help. Thank you,
