I made a purchase but did so as a guest and not through my PayPal Account. I never received the product and the seller is unwilling to refund so I need to dispute. When I try to do it through the website it says that because it was as a guest I have to call. But when I call it seems phone customer service is shut down due to COVID. I use the messaging function here and get no response at all. Is there any way to contact PayPal to make this dispute?
