I am unable to give someone a refund who has been waiting a very very long time. Originally it was a dispute because it took so long to ship, then when I did get it shipped, the item arrived broken. Not a good sale at all, and on top of that, I cannot refund from either eBay or PayPal. The funds show "restricted" but the dispute is now gone from my account. So... PayPal has the money held, the customer has a broken item, and I am powerless to do a full refund or close the dispute. Please help! I feel badly that this customer's money is being held hostage. Neither eBay nor PayPal have anyone to help, even on their "Message Us" option.
