I recently listed some equipment on Ebay for sale. I went to my storage to get the equipment out to check it . I found it had become dysfunctional due to moisture levels in the storage unit. That same day I received a notice from Ebay that someone had purchased the item and had sent the payment to PayPal. I immediately contacted the buyer and told him that I had just found out that the equipment was damaged and that I would refund him . I read that I could refuse the payment but was unable to find any mechanism on Ebay or PayPal to do so. Also all of the help dialogues on both Ebay and PayPal did not deal with how to deal with this situation. And of course you cannot talk to a human help person. So I issued a full refund through Ebay to the purchaser as I did not want him to think I was a fraudster. My question is how does one refuse a payment? What are the mechanisms to do so ? Or was issuing a refund the only way to deal with this problem?
