My account is limited, and I lost money from costu...

I have on-line shop, and one of the payment options is Paypal.   After one international package to Italy (the package was lost by the way), and client demanded the money back. As I didn't have in my account (I guess in that time I was able to transfere to my bank account), the PayPal made my account negative and returned it to costumer. The package arrived back to my address 1 month after. We sent it again and everything was ok, the client gave wrong address firstly. Now there are transactions that enter, but not appear COMPLETED, I was reading that Paypal use to keep the amount for 30 days, and I did despatch some orders. The result: products sent out, invoice with country tax issued, and NO MONEY IN PAYPAL, BECAUSE TRANSACTION APPEARS AS CANCELED. This happens not with all transactions, some enter and appear completed right away.  Now the transactions that enter and appear as PENDING, and there is no option to validate, I contact client and ask for bank transfer, because I have lots lots of money and products with this! I have sent 3 e-mails and nobody from Paypal replies me.    Another problem, I want to transfer funds are in my PayPal account to my bank account, and it is giving an error to linking the bank account.    Result - money lost with some transactions & money retained in PAYPAL, and nobody gives me answer!   PLEASE HELP ME.
