I have the same problem too and contacted the paypal support to help. Hopeless. Every support request is handled by another assistant, and each one has less knowledge of paypal than the others. The last advice, if anyone can call this ridiculous answer as an advice is: "Yes we have some (!!!!) problems with our security mechanisms. Please try from your mostly used computer, home probably not mobile, again and again and again and it may pass sometime. If it still fails after 72 hours contact us again. The previous one advised me not to log for 72 hours to let the security system settle!!!!!!!
